Democrats swatted down some three dozen Republican amendments designed to torpedo the legislation. Confronting unanimous GOP opposition, Democratic unity in the chamber held, keeping the party on track for a morale-boosting victory three months from elections when congressional control is at stake. “This historic legislation is about rebuilding the backbone of this country,” Biden said as he signed the bill in the Oval Office. House Speaker Nancy Pelosi asked Democratic committee chairmen earlier this month to start working with their Republican counterparts to begin “to craft a big, bold and transformational infrastructure package.” President Joe Biden signs the $1.9T virus relief bill, scoring an early policy win aimed at jump-starting the economy and ending the pandemic. In our view, however, better containment of the pandemic and a stronger economy could to some degree reverse the factors that have dampened potential output.

Today, President Biden is announcing the American Rescue Plan to change the course of the pandemic, build a bridge towards economic recovery, and invest in racial justice. The American Rescue Plan will address the stark, intergenerational inequities that have worsened in the wake of COVID-19. Researchers at Columbia University estimate that these proposals will cut child poverty in half. Democrats have called the bill necessary to sustain the economic recovery mitigate the pain caused by a year of economic restrictions. More than 20 million people are still receiving some form of unemployment benefits, and millions of households are struggling to afford food and housing.

He will lead an effort to get every major country to ramp up the ambition of their domestic climate targets. He will make sure those commitments are transparent and enforceable, and stop countries from cheating by using America’s economic leverage and power of example. He will fully integrate climate change into our foreign policy and national security strategies, as well as our approach to trade. Getting to a 100% clean energy economy is not only an obligation, it’s an opportunity. We should fully adopt a clean energy future, not just for all of us today, but for our children and grandchildren, so their tomorrow is healthier, safer, and more just. The White House said the Pennsylvania business Biden visited qualifies for several programs included in the new law, including small business loans and tax credits.

New Mexico Governor Michelle Lujan Grisham pledged to reduce statewide greenhouse gas emissions by 45% by 2030; New Mexico is currently the country’s third-largest producer of oil. A target no later than the end of Biden’s first term in 2025 to ensure we get to the finish line. This enforcement mechanism will be based on the principles that polluters must bear the full cost of the carbon pollution they are emitting and that our economy must achieve ambitious reductions in emissions economy-wide instead of having just a few sectors carry the burden of change. The enforcement mechanism will achieve clear, legally-binding emissions reductions with environmental integrity. Joe Biden knows there is no greater challenge facing our country and our world. That’s why he is outlining a bold plan – a Clean Energy Revolution – to address this grave threat and lead the world in addressing the climate emergency.

The Arctic poses profound national security challenges as its physical make-up changes due to extreme warming in the Arctic region. Yet, the Trump Administration has refused to allow the Arctic Council to even use the words “climate change.” Biden will elevate climate change to the top of the priority list for the Council, and focus on reducing two short-lived but highly potent pollutants, black carbon and methane. He will not only re-establish the U.S. commitment to remove Arctic waters from consideration for oil and gas leasing, he will also work with Arctic Council member nations to extend this moratorium globally.

White House Pushes Back Against Jeff Bezos’ Biden Inflation Criticism

Mr Biden’s proposed $1.9trn of stimulus, which includes another $1,400 in cheques, would make the total fiscal boost in 2021 roughly equal to that in 2020. The plan would provide benefits of as much as $1,400 per week and tax credits for employers with fewer than 500 employees to reimburse them for the cost of the leave. The plan, if enacted, would rival the $2 trillion March 2020 Cares Act in size and scope and follow a $900 billion December relief package. Biden expects to propose a second economic recovery plan in coming weeks, aimed at longer-term job creation and development goals such as climate change.

US President Biden Pushes for More Stimulus, One Million ‘Plus-up’ Payments Go out This Week

If the last go-around is any indication, the first of the checks would start to be deposited just a few days after the legislation passes. After President Donald Trump signed the $900 billion stimulus package on Dec. 27, the $600 payments started to be deposited on Dec. 30. That was faster than the two weeks it took for the $1,200 direct payments from the CARES Act signed in March 2020 to start depositing. The bill would send another $350 billion to state and local governments, on top of the hundreds of billions already provided.

However, American families already owe $25 billion in back rent, and the threat of widespread evictions will still exist at the end of January. Further, more than 10 million homeowners have fallen behind on mortgage payments. Failing to take additional action will lead to a wave of evictions and foreclosures in the coming months, overwhelming emergency shelter capacity and increasing the likelihood of COVID-19 infections. And Americans of color, who have on average a fraction of the wealth available to white families, face higher risks of eviction and housing loss without critical assistance. The president’s plan will ensure colleges have critical resources to implement public health protocols, execute distance learning plans, and provide emergency grants to students in need.
